Legalise privately-owned e-scooters on public roads

Change the law so that privately-owned electric scooters can be used legally on public roads and cycle lanes in Great Britain, subject to a 15.5 mph speed limit, minimum rider age of 16, and mandatory front and rear lights.

Rental trials have operated in more than 50 towns and cities since 2020, yet the estimated one million privately-owned e-scooters already in circulation remain illegal everywhere except private land. Clear national rules would improve safety through regulated standards, reduce short car journeys, and end the current confusion for riders and police alike.

The Government recognises the growing role of micromobility in the transport mix. Rental e-scooter trials continue to provide evidence on safety, usage patterns and infrastructure needs.

Legislation to create a new regulatory framework for low-speed, zero-emission vehicles will be brought forward when parliamentary time allows. Any framework will set minimum technical standards, insurance requirements and rider age limits informed by trial data and consultation with road safety groups.
